Mr. Kallon started his professional career as a Research Assistant at the Public Enterprises Reform and Divesture Commission (PERDIC); Investigating Officer, Income Tax Department (National Revenue Authority); Bank Examination Officer at the Bank of Sierra Leone from 1996 to 2000. Mr. Kallon’s dedication and hard work moved him up the ranks in the oil industry, precisely Mobil and later Total Sierra Leone and Liberia, where he served as Accounting Manager; Ag. Accounting and Finance Manager; Finance Manager/HR Contact; Finance Manager; Finance Manager; Finance Manager; and Corporate Affairs Manager from 2000 to 2020.
Ing Lahai Sowa
Deputy Chief Executive OfficerIng. Lahai Sowa is a Project Management Professional (PMP) and a Member of the Sierra Leone Institute of Engineers (MSLIE) with a Bachelor’s degree in Civil Engineering (B.Eng.) from Fourah Bay College, University of Sierra Leone and a Master of Science degree in Project Management in Construction from the University of Salford, Manchester, United Kingdom. He has over 30 years of professional working experience in various facets of the civil engineering industry. These include his services as a Consultant Civil Engineer at Sheladia Associates / Edward Davies & Associates on the Third Road Rehabilitation & Maintenance Project (RRMP3); Reginal Engineer at the National Commission for Social Action (NaCSA), Project Engineer on the Linking Smallholder Farmers to Market Project, Technical and Compliance Manager and then Director of Planning, Technical Compliance, Monitoring & Evaluation at the Road Maintenance Fund Administration (RMFA) before his appointment by His Excellency the President to the position of Deputy Chief Executive Officer at RMFA
Joe Thomas
Director of Finance and InvestmentsJoe Thomas is a graduate from the London Metropolitan University United Kingdom and a Chartered Accountant (ACCA). He has over 18 years experience in Accounting and Finance in both public and private sectors. Prior to Mr. Thomas joining the Road Maintenance Fund Administration as Director of Finance and Investments, he has held previous positions as Finance Manager at the HM Prison Service, Audit Manager at the Manchester College and Management Accountant at the London Borough of Lambeth. In each of those position, he has worked to collaborate with local authorities, divisions and other state agencies to produce required audited financial statements and statutory reports as well as assisting with the implementation of accounting software.
Mangay S. Sankoh
Director of Administration Corporate ServicesMangay Sankoh is a graduate from Fourah Bay College. He is a Management, Supply Chain and Procurement professional (MCIPS); Chartered Institute of Procurement & Supply (UK). He also holds an MBA from the University of Leicester Business School. Mr. Mangay Sankoh has over 20 years experience in Management, Logistics & Supply Chain and Procurement. He worked for International NGOs; Merlin, Save the Children and Sierra Rutile Limited in the private sector before joining the RMFA as Director of Administration and Corporate Services.
Ing. Samuel Sama Banya
Director of Planning Technical Compliance Monitoring and EvaluationIng. Samuel Sama Banya is a distinguished Civil Engineer and Development Practitioner with more than 15 years of professional experience in infrastructure development, public sector governance, and project management. He currently serves as a Senior Civil Engineer and Technical Compliance Manager at the Road Maintenance Fund Administration (RMFA), where he provides strategic oversight for 150–200 road maintenance and rehabilitation projects annually, implemented nationwide through Local Councils and the Sierra Leone Roads Authority (SLRA). Prior to joining RMFA, Ing. Banya served as Project Infrastructure Engineer for multiple IFAD-supported national programmes, including RCPRP, RFCIP, and SCP-GAFSP. In this role, he led the design, supervision, and evaluation of rural infrastructure portfolios valued at more than US$138.8 million, contributing significantly to improved agricultural productivity, rural mobility, and community development. He brings expertise in project planning, infrastructure design, rural engineering, stakeholder coordination, and institutional capacity building. With an MBA, a Civil Engineering degree, and multiple professional certifications, he is dedicated to strengthening Sierra Leone’s transport sector and enhancing the impact of national development initiatives. His professional development includes certifications in Contracts & Project Management (UK) and Performance-Based Contracting (IRF). He is a member of the Sierra Leone Institution of Engineers (SLIE). Ing. Banya remains committed to advancing resilient road infrastructure, strengthening institutional systems, and supporting Sierra Leone’s long-term national development goals.
Ing. Alie Forna
Planning Monitoring and Evaluation ManagerAlie Momodu Forna is a certified Project Management Professional (PMP) and Civil Engineer with over 15 years of experience in transport infrastructure. He holds an MSc in Transport Planning & Engineering from the University of Leeds(2016), UK, and a BEng in Civil Engineering from the University of Sierra Leone(2010). Ing Forna also holds multiple professional certifications, including World Bank Impact Evaluation Methods, ILO Evaluation for Resilience, Result Based Monitoring and Evaluation and University of Oxford’s Infrastructure Development and Finance. As RMFA's Planning, Monitoring & Evaluation Manager, Ing Forna leads the PME function of over 200 annual projects nationwide grouped into over 60 programs, including trunk roads, feeder roads, bridges, ferries, culverts, and pavements across the Sierra Leone Roads Authority and 22 Local Council portfolios. He pioneered RMFA's foundational M&E framework, integrating KPIs and compliance tools to enhance transparency, evidence-based disbursements, and alignment with national strategies and priorities. He is passionate about improving public infrastructure delivery by embedding strong systems for planning, performance measurement, field verifications, mid-term reviews and impact evaluation. His work has contributed to national-level improvements in project transparency, data quality, and evidence-based disbursement processes. He also plays a key role in capacity building, digital tool development, and stakeholder coordination across government and community actors. He began his career as a Junior Engineer at RMFA in 2012, rising to Senior Civil Engineer by 2025, following an earlier role at SLRA as trainee engineer between 2010 to 2012 supporting major road reconstruction works and also boosts volunteer leadership in community road rehabilitation projects. A Corporate Member of the Sierra Leone Institution of Engineers (SLIE, ID 777) and PMI affiliate (Cert 4063902), Alie is fluent in English, Krio, and Temne.

Clifford Williams
Snr Finance ManagerMr. Clifford Williams holds a Technician Diploma in Accounting (TDA) and a BSc. (Hons.) Applied Accounting from IPAM, University of Sierra Leone, Intermediate level ACCA and a number of diplomas in accounting and finance from various institutions. He is also an accomplished musician and aspiring entrepreneur. Mr. Williams has acquired a vast experience in accounting systems set up, administration and operations, integrating grant management systems, donor reporting and auditing. Mr. Williams is a seasoned accountant with over 18 years wealth of experience in accounting and auditing, having worked for various organizations including KPMG, King Walker & Associates, Audit Service Sierra Leone, SL Minerals and a couple of Non-governmental organizations (NGOs). He is currently the Finance Manager at RMFA.
Justice Moi-Samba
Head of IT UnitMr Justice Moi-Samba holds A+ Certification and a Higher National Diploma in Information Technology from the Njala University. He is a Cisco Certified Network Associate (CCNA). Mr. Moi-Samba is an IT professional with over 10 years experience. He has worked for a number of organizations including International Rescue Committee, Lebanese International Secondary School, National Electoral Commission and the National Aids Secretariat. He had also provided retainership for a number of institutions and private individuals. He is the present Head of the IT Unit, RMFA.
Abdul Sakilla
Director of Internal AuditAbdul Sakilla is a seasoned Financial Management Professional with extensive expertise in banking, finance, accounting, and auditing. He began his career in the banking sector, occupying various positions at Rokel Commercial Bank (SL) Limited, and later served as Treasury Operations Officer (TROPS) at Ecobank (SL) Limited. At Zenith Bank (SL) Limited, he progressed through roles including Internal Control and Audit Officer, Branch Manager, and Deputy Head of Internal Control and Audit. Abdul Sakilla also worked as Cost Controller at Mantrac Sierra Leone Limited and as Financial and Compliance Specialist at West Africa Group Mining Gold and Diamonds (WAGMGD). With a team of diverse professionals, Abdul Sakilla has delivered consultancy services in areas such as financial and administrative systems reviews, audits, financial planning, budgeting, accounting and reporting, internal control assessments, training, and policy development for various private organizations and NGOs. Known for being hands-on and results-driven, Abdul Sakilla consistently adds value to every institution he serves. Abdul Sakilla studied at the Institute of Public Administration and Management (IPAM), University of Sierra Leone (USL), earning various qualifications including MSc Finance and Accounting, BSc (Hons) Applied Accounting, Diploma in Applied Accounting, and Technician Diploma in Accounting (TDA). He is currently completing his dissertation for an MSc in Project Management at the University of Salford, Manchester, and is preparing to sit for the Project Management Professional (PMP) certification.
