Mohamed Kallon

Mohamed Kallon holds a Bachelor of Science in Economic with honours in Accounting (Second Class Honours-Upper Division) in 1993. Mr. Kallon started his professional career as a Research Assistant at the Public Enterprises Reform and Divesture Commission (PERDIC); Investigating Officer, Income Tax Department (National Revenue Authority); Bank Examination Officer at the Bank of Sierra Leone from 1996 to 2000. Mr. Kallon’s dedication and hard work moved him up the ranks in the oil industry, precisely Mobil and later Total Sierra Leone and Liberia, where he served as Accounting Manager; Ag. Accounting and Finance Manager; Finance Manager/HR Contact; Finance Manager; Finance Manager; Finance Manager; and Corporate Affairs Manager from 2000 to 2020.

Bashirr Sheriff

Bashirr Sheriff holds Bachelor of Arts in Education from the Njala University College; Diploma in Public Administration from the Institute of Public Administration and a Master of Science degree in Rural Development. He also holds a Master in Social Work (MSW) from Howard University (USA). Mr. Sheriff served as a teacher but later worked for NaCSA as Camp Manager under the UN; Project Officer at the Ministry of Social Welfare and Project Officer at the Association of Rural Development (ARD). He became a graduate Licensed Social Worker (LGSW) in the Districts of Columbia and Maryland in USA. Mr. Sheriff was appointed the Deputy Chief Executive Officer in October 2018, to provide technical and professional support to the office of the CEO in the day-to-day administration and management of RMFA.

Joe Thomas

Joe Thomas is a graduate from the London Metropolitan University United Kingdom and a Chartered Accountant (ACCA). He has over 18 years experience in Accounting and Finance in both public and private sectors. Prior to Mr. Thomas joining the Road Maintenance Fund Administration as Director of Finance and Investments, he has held previous positions as Finance Manager at the HM Prison Service, Audit Manager at the Manchester College and Management Accountant at the London Borough of Lambeth. In each of those position, he has worked to collaborate with local authorities, divisions and other state agencies to produce required audited financial statements and statutory reports as well as assisting with the implementation of accounting software.

Mangay S. Sankoh

Mangay Sankoh is a graduate from Fourah Bay College. He is a Management, Supply Chain and Procurement professional (MCIPS); Chartered Institute of Procurement & Supply (UK). He also holds an MBA from the University of Leicester Business School. Mr. Mangay Sankoh has over 20 years experience in Management, Logistics & Supply Chain and Procurement. He worked for International NGOs; Merlin, Save the Children and Sierra Rutile Limited in the private sector before joining the RMFA as Director of Administration and Corporate Services.

Ing. Mariwan Kallon

Ing. Mariwan Kallon is a Certified Civil Engineer with a B.Eng. Civil option from FBC, and MSc. in International Construction Management and Engineering from the University of Leeds, UK. Ing. Kallon has wealth of professional experience in road construction, procurement and supply chain management. He is a specialist in Strategy & Project Management with more than 10 years of experience in project management within the public and private sectors. Ing. Kallon had worked at the Sierra Leone Roads Authority (SLRA) as a Technical Auditor, District Engineer, Engineer at the Procurement Department, Project Manager for the RPSDP Project in Kailahun district, and Project Engineer for the IFAD project. His performance on the IFAD project promoted him to the position of International Consultant for the same project in Liberia. Ing. Kallon recently worked at Sierra Rutile Limited, where he managed the logistics and supply chain functions of the commercial services department. He is currently the Director of Planning, Programmes, Monitoring and Evaluation.

Ing. Lahai Sowa

Ing. Lahai Sowa is a professional Civil Engineer with a Bachelor’s degree in Civil Engineering from Fourah Bay College, University of Sierra Leone and a Master of Science degree in Project Management in Construction from the University of Safford, Manchester. He has over 20 years of professional working experience in various facets of the civil engineering industry. These include his service as a Consultant Civil Engineer at Sheladia Associates, Edward Davies & Associates under the Third Road Rehabilitation & Maintenance Project; Regional Engineer at the National Commission for Social Action (formerly NCRRR) and as the Project Engineer on the Linking Smallholder Farmers to Market Project before his appointment as Technical and Compliance Manager at RMFA.

Mohamed Borbor Mansaray

Mohamed Borbor Mansaray holds a Bachelor of Arts degree (General), Postgraduate Diploma in Education and Postgraduate Diploma in Mass Communications from Fourah Bay College; and a Master in Education from Njala University Mr. Mansaray is a Communications/Public Relations Specialist with over 18 years of progressive work experience acquired through his service in the Civil Service, Government Agencies and International NGOs. Mr. Mansaray was the Communication and Data Entry Officer at the German International Cooperation before being employed as the Public Relations Manager at RMFA.

Clifford Williams

Mr. Clifford Williams holds a Technician Diploma in Accounting (TDA) and a BSc. (Hons.) Applied Accounting from IPAM, University of Sierra Leone, Intermediate level ACCA and a number of diplomas in accounting and finance from various institutions. He is also an accomplished musician and aspiring entrepreneur. Mr. Williams has acquired a vast experience in accounting systems set up, administration and operations, integrating grant management systems, donor reporting and auditing. Mr. Williams is a seasoned accountant with over 18 years wealth of experience in accounting and auditing, having worked for various organizations including KPMG, King Walker & Associates, Audit Service Sierra Leone, SL Minerals and a couple of Non-governmental organizations (NGOs). He is currently the Finance Manager at RMFA.

Justice Moi-Samba

Mr Justice Moi-Samba holds A+ Certification and a Higher National Diploma in Information Technology from the Njala University. He is a Cisco Certified Network Associate (CCNA). Mr. Moi-Samba is an IT professional with over 10 years experience. He has worked for a number of organizations including International Rescue Committee, Lebanese International Secondary School, National Electoral Commission and the National Aids Secretariat. He had also provided retainership for a number of institutions and private individuals. He is the present Head of the IT Unit, RMFA.
